BRIEF NOTE ON RYTHU BAZARS

Introduction:

• Rythu Bazars were established in the year 1999 with an objective of direct sale of vegetables by the farmers without intermediaries andto provide quality vegetables to the consumers at reasonable prices.
• 101 Rythu Bazars are functioning in the State with temporary/ semi-permanent structures.
• No service charges or market fee is levied for sale of vegetables in Rythu Bazars.
• Joint Collector is the Co-ordinating officer of Rythu Bazars .
• At present, 100 Rythu Bazars are functioning in the state.

• A committee consisting of Estate Officer and two to three progressive farmers fixes the prices of vegetables in the Rythu Bazars every day. The prices are fixed @25% above wholesale prices and@25% below the local retail prices.

• There are 5,777Stalls in all Rythu Bazars.
• About 4,382 farmers are given identity cards for sale of vegetables in all Rythu Bazars.
• On an average,6.00 Lakh Consumers visit Rythu Bazarsfor purchases in the stateevery day.
• 1395 Stalls are allotted to the DWACRA& Self Help Groups.
• 5 Rythu Bazars are under various stages of construction.

• The Department has taken-up modernization of 63Rythu Bazars with an amount of Rs.1257.00 lakhs.
• To propose 56 New Rythu Bazars for establishment in the state.
• The Department has taken-up modernization of 66 Rythu Bazars with an amount of Rs.882.42 lakhs.
• 64 Display Boards are in Rythu Bazars ( Existing 25 and Newly erected 39).
• 60 Computers are in various Rythu Bazars in the state.
• Two (2) No of Bio- Compost units were functioning at Payakapuram Rythu Bazar, Vijayawada and Chuttugunta Rythu Bazar, Guntur on pilot project.
• CC cameras are in 69 Rythu Bazars.
• Public Address are in 51 RythuBazars.
• Ro Plant facility available in 55 Rythu Bazars.
• Toilets are available in 105 Rythu Bazars for Men & Women Separately
• Under modernization, each Rythu Bazar would have the following infrastructure facilities

1. R.O. Plant for Drinking Water Facility

2. Separate Toilets for men and women.

3. LED Price Display Boards.

4. CCTV Cameras within the premises

5. Room for Estate Officer/ Rythu Seva Kendram

6. Uniform Badges for farmer identification

7. LED Lights

8. Raised Platform for sale of produce and vertical rack for temporary storage.

9. Zero energy cool chamber/ multi-deck cold storage inside the premises.

10. Grading/Sorting/Cleaning facilities

11. Waste Compost units under zero waste mission.

12. ATM within the premises

13. Banners displaying the name of the Village/Mandal from where the produce is procured

14. Parking of vehicles of farmers and consumers.

15. Eateries/ food joints.

16. Amusement space / Children’s Engagement Area.

New Technologies to be introduced:

1. Mobile application on daily rate in the nearest Rythu Bazar or sending SMS on daily rate to the mobile number database of customers.

2. Mobile Wallet payment (eg.Paytm).

3. POS-for Debit Card, Credit Card, etc.

4. Aadhar-based payment facilities.

5. Prepaid rechargeable cards (Interconnected tellers).

• Farm 2 Home” Programme introduced with farmer groups sell their vegetables directly to the consumers at the doorstep through mobile Rythu Bazars/Outlets.20 Mobile Rythu Bazars were functioning under “Farm 2 Home” Scheme is as following Cities

• The main objective of Rythu Bazar is to ensure remunerative price to farmers and provide quality and fresh vegetables to consumers at reasonable rates.
• Rythu Bazars provide direct interface between farmers and consumers eliminating intermediaries in trade.
• Each Rythu Bazar has an Estate Officer with supporting staff. Supervisors/Security Guards.
• Joint Collector is provided with a sum of Rs.5.00 lakhs as revolving fund under the market intervention scheme to control the prices.
• The Price Fixation of vegetables in Rythu Bazars shall be through a committee of farmers and the Estate Officer.
• The prices generally will be 25% above the wholesale rates and 25% less than the local retail prices.
• Estate Officers have been instructed to implement prices on the display Boards.
• Field officers have been instructed to pursue with the respective Depot Managers of APSRTC to provide buses to Rythu Bazars.
